    I don’t believe the adhesive on the sticker will damage the pannier’s material to be honest. If you peel them off, they should come off cleanly.     I would say “in theory yes” if something were to happen and the garage believes the drilling was the culprit. Garages, like insurance companies, will wiggle their way out of any sort of payment/warranty work.
