It is rubber mounted and will move a bit if you grab onto it and give a tug. This is normal.

For the Bagger, I needed fork lowers and deflectors on the fairing (see pic). I now have the TC and wind management is excellent straight from the factory.
Before you spend a lot of money, try this for your front. I love mine. Just the benefit of keeping the front of the engine clean is worth it. I think it was $9 from AliExpress.
