It appears to be excess grease that's come out of the lower steering stem bearing. It is probably nothing to be concerned about, but I suggest that you have it checked out at the dealership. I may be that the top clamp & steering stem need to be reset and torqued.
 
I agree with Mucker. You've ridden enough on that bike without that being there that it being there now is worth having it checked out.
 
Sorry for the delay updating. The dealer said is grease, perfectly normal because the pieces are “seating” in their position.
