Riser clamp bolt torque spec

Good afternoon all,
Does anyone have the torque spec for the riser clamp bolt? I want to roll my handle bars up a little bit.
 
Not sure, I haven’t taken them out yet.
But I would say some type of alloy. Bolt specification is shiny and the grade is new.

Are they round or square or are they triangular with green spots.
 
I think they may have been made in Israel. Not round or square. I think they may have had pink sparkles thou.
 
It's not a fastener that requires a critical tightness like an engine bolt. Just snug it up tight enough so the bars don't rotate under forward or rearward pressure and you're good.

Every bolt has a design torque based upon thread size and bolt material composition, "by gosh and by golly" is not why they make torque wrenches.
Not a critical fastener? If it breaks your handlebars fall off, nothing critical about that.

19nm it shall be, maximum force is determined by the strength of the of the clamping block, not of that the bolt itself.
Over tightening could fracture the clamping block, thus torque wrench definitely required.

That is not a service manual. Is just the Installation Instruction for an accessory, the Roland Sands “Handlebar clamping block top” Maybe You could use it for reference
