I tried just unscrewing the two long bolts but washers between bags and bikes hit the floor. Is there no other way to quick realease the bags that doesn’t involve fitting all the washers back in place?

There are (should be) four shorter fasteners snapped into the mounting frame on the inside of the bags. Use them I/L/O the fasteners you just removed —and snap the longer ones in their place for safekeeping.
