It did switch them off initially but I think that was just the ECU resetting. I put them back on via the switch and they have stayed on ever since.

If you filled to the very top, then yes it is very likely that some fuel came out of the overflow/fuel breather. The oil is another thing altogether. What is your oil level like with the bike UPRIGHT (not on the stand)?

Is that the crank case breather? Has it been serviced recently? The oil should be checked with the bike UPRIGHT. If the oil level is checked with the bike on the stand it will have too much oil in. I see that you are almost full of fuel and some petrol may have come out of the fuel tank breather...

Yes you can. They are on a reduced percentage of brightness and blink at 100% brightness when activated.

Yes that's right. I can't remember the exact title of the heading but maybe "position lights". The camera struggled to get a photo as the LEDs were cycling.

Mine's a 21 FE TC. Some early non TCs have it under the right side battery cover.

Rears are position lights and always on. The front orange ones are now on and blink when indicating.
